Initiative to Actively Uphold the Order of the Flood Control and Disaster Relief Network

Recently, extreme rainfall has struck regions including Northeast China, North China, and the Huanghuai area, leaving many residents trapped and causing casualties in several localities. Rescue teams from across the country have swiftly mobilized to rush to the front lines of disaster relief, dedicating all their efforts to flood control and rescue operations. At this special time when the entire nation is united and working together to provide relief, certain internet users have been fabricating and spreading false information about the disaster situation and deliberately stoking regional antagonism and discrimination, seriously disrupting online public opinion and obstructing and hampering disaster relief efforts. To further purify the online environment, maintain online order, and fully uphold the dominant theme of nationwide unity—working wholeheartedly to provide relief, restore affected areas, and safeguard the lives and property of the people as well as social stability—we hereby issue the following appeal: Let us become active participants and strong supporters in flood control and disaster relief efforts!

1. Consciously resist the online dissemination of illegal and harmful information.

1. Firmly resist illegal and harmful information. Do not create, believe, or spread illegal, harmful, or negative information related to disaster relief efforts. Refrain from passing along unverified rumors, stoking conflicts, or casually disseminating reports lacking sources or evidence, disclosing private information, launching personal attacks, or making inappropriate remarks.

2. Strictly regulate accounts that publish information. Strengthen manual review and qualification certification of account information, and rigorously prevent the creation of fake or counterfeit accounts impersonating Party, government, military agencies, news media, local governments, and user accounts. Strictly control “self-media” accounts that fail to meet qualification certification requirements and engage in the production of specialized content. It is strictly prohibited to manipulate “self-media” account networks to disseminate illegal, negative, or harmful information related to disaster relief and rescue efforts.

3. Strictly regulate the content of information published. When users post news information, they must clearly indicate the source of the information in accordance with relevant regulations. For information they personally take photos or videos of, they must meticulously note the time and location of each shot. For information generated by technology, a “technically generated” label must be applied. When citing past news or events, users must specify the time and location when they occurred. For information containing fictional or speculative content, a “fictional speculation” label must be added. The platform will tag any information that is questionable or suspected to be a rumor with a “disputed rumor” label and, in accordance with regulations, implement measures such as traffic restriction, rumor debunking, and speaking bans.

II. Uphold “zero tolerance” toward illegal and harmful information.

Cultivate a proper understanding of online ethics, proactively resist and report various online illegal and criminal activities as well as vulgar and harmful behaviors, firmly combat online illegal and criminal activities, and wholeheartedly safeguard the legitimate rights and interests of the nation, society, the collective, and individuals.

5. Strengthen positive public opinion guidance. By refining management measures for fan counts and monetization permissions through platform guidelines and user agreements, we will take disciplinary actions—including account closure, silencing, restrictions, prohibitions on acquiring new fans, and even complete removal of all existing fans—as appropriate against accounts found to be in violation of laws and regulations. Additionally, user accounts engaging in malicious marketing by coordinating multiple accounts to exploit trending topics related to flood control and disaster relief or sensitive events will have their monetization permissions revoked or strictly prohibited.

6. Actively foster a healthy online public opinion environment. For “self-media” accounts, the affiliated MCN agency will be clearly indicated. For MCN agencies that repeatedly engage in improper behavior or use their contracted accounts to collude in hype, we will take measures such as restricting profit-making privileges, limiting service provision, and removing them from the platform altogether.

III. Actively mobilize and leverage the positive energy of online platforms.

7. Establish and improve the supervision and reporting mechanism. Encourage users to participate in the management of platform information content, collect and report illegal or harmful information, proactively identify and expose rumors and false information, provide relevant leads to regulatory authorities, and cooperate with investigations and handling efforts to minimize negative impacts.

8. Actively assist those seeking help and rescue. Proactively gather clues from the public regarding online requests for assistance and rescue, promptly report them to the relevant authorities, and under the overall coordination and command of the local Party committee and government, fully cooperate with the relevant departments to carry out disaster relief and rescue efforts.

9. Firmly expose cases of illegal and criminal activities. Vigorously intensify efforts to handle users who violate laws and regulations and publicly disclose their accounts. Establish a special column for educational warnings, regularly publish typical cases of users who have violated laws and regulations, and remind and warn users to strictly abide by national laws and regulations, rigorously fulfill the platform’s terms of service and agreements, and strengthen self-discipline and self-governance.
